The Digital Economy in Iraq: An Analytical Study of Existing Technologies and Future Challenges for the Period (2003-2022)

Abstract
This study aims to examine the theoretical and conceptual framework of the digital economy, highlighting its significance, key characteristics, and principal activities, as well as assessing the state of the digital economy in Iraq during the period 2003–2022. The digital economy is fundamentally grounded in Information and Communication Technology (ICT), which enables the integration of all economic operations and facilitates interaction among individuals and institutions. Its defining features include knowledge-based processes, virtuality, internet-driven integration, convergence, innovation, and openness. The main activities of the digital economy encompass e-commerce, e-banking, e-governance, e-investment, and cloud computing.
The assessment of Iraq’s current situation indicates a substantial lag in keeping pace with global and regional shifts toward the digital economy, primarily due to the persistent weakness of the ICT infrastructure. The analysis also reveals fluctuations in e-government indicators and in the budgetary allocations for the communications and ICT sector. Moreover, Iraq continues to face significant obstacles, most notably its exclusion from the Global Innovation Index.
The study concludes that advancing toward a digital economy necessitates overcoming these challenges through well-defined strategies that prioritize the development of digital human capital, the restructuring of research institutions, and increased investment in ICT infrastructure.
