(ادارة المشاريع العملاقة في العراق بين المحلية والاجنبية (دراسة ميدانية لمشروع بسماية السكني

Abstract

المستخلص . يسعى العراق الى النهوض بالواقع الخدمي ومعالجة ازمة السكن التي يعاني منها منذ عقود عن طريق انشاء مشاريع سكنية نموذجية . تساعد في تقليل ظاهرة السكن العشوائي من جهة , ومواكبة التطور والتقدم الذي يشهده العالم من جهة اخرى . الا ان ما تواجهه الدولة من مشاكل في هذه المشاريع هي مشكلة الادارة . التي تعد الشغل الشاغل لأي خطط واستراتيجيات مستقبلية , اذ ان مشاريع البناء والانشاءات ممكن انجازها على مدى فترات زمنية , الا ان مسألة ادامتها واستمراريتها من الامور التي تحتاج مقومات وخبرات اعلى من المتوفر حاليا. اذ تناول البحث عملية تحليل الفروقات الحاصلة بين الادارة العراقية لمشروع بسماية السكني والادارة الاجنبية لهذا المشروع , اذ لوحظ ان هناك فرق كبيرة بين الادارتين. وفق ما تم جمعه من بيانات استمارات الاستبانة لغرض اجراء المقارنة بين الادارتين والتعرف على اسباب هذه الفروق الكبيرة. وقد هدف البحث الى تحليل قدرة الشركات المحلية في ادارة المشاريع العملاقة والمقارنة مع الشركات الاجنبية باستخدام انموذج استبيان مكون من (100) عينة من سكنة مدينة بسماية . وبعد التحليل للبيانات وفق نسبة الاهمية النسبية عبر معدل التكرار لكل سؤال , تم التوصل الى مجموعة من الاستنتاجات من اهمها الاتي :- ان هناك تفوق واضح وكبير للادارة الاجنبية لمشروع بسماية السكني .كما ان الادارة المحلية تعاني العديد من المشاكل في تطبيق القوانين والالتزام بالعقود المبرمة مع سكنة مشروع بسماية . واقترح البحث بعض التوصيات من اهمها: يجب الاستعانة بالمتخصصين والاستفادة من تجارب الشركات المتقدمة اداريا في ادارة المشاريع العملاقة لرفع مستوى الشركات المحلية في مسألة ادارة المشاريع الكبيرة . وتطوير قدرات العالمين في الشركات المحلية عن طريق اشراكهم ببرامج وورش عمل لرفع من امكانياتهم وكفاءتهم في التعامل مع المشاريع الكبيرة .

Abstract .Iraq seeks to promote the reality of service and address the housing crisis suffered for decades by the establishment of model housing projects. Help reduce the phenomenon of informal housing and keep pace with the development and progress in the world . However, the problems facing the state in these projects is the problem of administration. Which is the main concern for any future plans and strategies, as construction projects can be completed over time periods, but the issue of sustainability and continuity of the things that need more elements and expertise than currently available. The research deal  with the analysis of the differences between the Iraqi administration of the Basmya project residential and foreign administration of this project, as it was noted that there is a big difference between the two departments. According to the data collected from the questionnaire forms for the purpose of conducting a comparison between the two departments and identify the reasons for these large differences. The research aimed to analyze the ability of local companies in the management of mega projects and compare with foreign companies using a questionnaire form consisting of (100) samples of residents of the city of Bismayah. After analyzing the data according to the percentage of relative importance through the frequency of each question, a number of conclusions were reached, the most important of which are: There is a clear and significant superiority of the foreign administration of Bismayah residential project. The local administration suffers from many problems in enforcing the laws and abiding by the contracts concluded with the residents of the Basmaya project. The research suggested some of the most important recommendations: We must use the specialists and take advantage of the experiences of administratively advanced companies in the management of giant projects to raise the level of local companies in the issue of large project management. To develop the capabilities of the worlds in local companies by involving them in programs and workshops to raise their capabilities and efficiency in dealing with large projects.
